This bill, known as the SNAP Staffing Flexibility Act of 2025, amends the Food and Nutrition Act to allow state agencies managing the Supplemental Nutrition Assistance Program (SNAP) to hire contractors to help process SNAP applications and perform program functions under specific conditions. The bill permits states to use contracted workers when experiencing increased applications or processing challenges due to situations like pandemics, seasonal workforce cycles, staffing shortages, or natural disasters. Contractors must be hired at a reasonable cost and cannot have financial incentives to delay or deny eligibility, nor can they have a direct financial interest in retail stores. The state must ensure that contracted workers are part of a blended workforce and do not replace existing merit-based personnel. States must notify the Secretary of Agriculture of their intent to use contractors and provide supporting data, and the Secretary must make these notifications publicly available within 10 days. Additionally, the Secretary is required to submit an annual report to congressional agricultural committees describing measures taken to address application processing challenges, including recommendations for future improvements. The contractor authority is temporary and expires once application backlogs are eliminated, and it cannot override existing collective bargaining agreements or memorandums of understanding between states and their employees.
