This bill amends existing law to add a new category of individuals who are prohibited from placing sports bets, known as "prohibited sports bettors." Specifically, it designates any individual found to have harassed or engaged in a harmful pattern of conduct towards athletes, coaches, officials, or participants in sports events as a prohibited sports bettor. This conduct can include verbal, written, or electronic threats, lewd or obscene statements or images, vandalism, or nonconsensual physical contact, provided the individual knew or should have known their actions would cause substantial emotional distress, fear for safety, or fear for property destruction. The commission, which oversees sports betting, will be required to notify individuals of this designation and will allow those individuals to contest or appeal their status.
