This bill creates a voluntary service learning program for students who are active volunteer firefighters or ambulance workers at state university and community college institutions. Under the proposed program, eligible students can earn academic credits (up to six) by completing a two-part program: a community service component involving at least 20 hours of verified volunteer firefighting, emergency response, or ambulance service activities, and an academic component consisting of a written report or assignment related to their volunteer work. The program will be available to full-time and part-time students enrolled in associate or baccalaureate degree programs who are officially defined as active volunteer firefighters or ambulance workers under New York state municipal law. The state university trustees will develop the program regulations and have the discretion to consult with fire prevention offices and statewide volunteer fire and ambulance service organizations during the program's development. Each institution's president will determine whether to offer the program, and the bill will take effect 90 days after becoming law.
