This bill establishes the Alaska Invasive Species Council within the Department of Fish and Game to coordinate efforts to manage invasive species, which are defined as non-native species that cause or are likely to cause economic, environmental, or human health harm. The council will facilitate cooperation among various state, federal, tribal, and local agencies, as well as non-governmental organizations, by recommending strategies for managing the importation, possession, use, classification, and pathways of invasive species. It will also provide guidance on prioritizing responses to invasive species occurrences and recommend expenditures from a dedicated Invasive Species Response Fund, which is established as an account in the general fund for managing such species. The council will consist of appointed representatives from the University of Alaska, tribal entities, statewide invasive species organizations, marine invasive species groups, soil and water conservation districts, legislative members, and the commissioners of Fish and Game, Natural Resources, Environmental Conservation, and Transportation and Public Facilities, with the ability to invite additional non-voting advisory members. The council is required to develop and present a five-year strategic plan and an annual report to the legislature and governor, detailing invasive species issues, priorities, and recommended actions. The provisions of this bill are set to be repealed on July 1, 2035, with specific initial appointment and meeting requirements outlined to ensure the council's prompt establishment and operation.
