This bill authorizes the use of revenues from the district management levy to pay costs related to school safety and security. Under current law, the board of directors of a school district may certify for levy a tax on all taxable property in the school district for a district management levy. The bill authorizes revenues from the district management levy to be expended to pay the costs of operating and licensing school safety and security infrastructure and to pay the costs of employing, or retaining the services of, a school resource officer, as defined under federal law; an individual employed by a private security business who possesses a permit to carry weapons issued under Code section 724.6 (professional permit to carry weapons); a reserve peace officer as defined in Code section 80D.1A (reserve peace officers); a peace officer as defined in Code section 801.4 (criminal procedure); or an individual who has at least two years of experience in law enforcement or security and who will provide professional security services. The bill applies to school budget years beginning on or after July 1, 2025.

AI Summary

This bill expands the permitted uses of district management levy revenues for school safety and security purposes. Specifically, school districts can now use these funds to pay for operating and licensing safety infrastructure like weapons detection and door monitoring systems, and to employ or contract with various types of security personnel. These personnel can include school resource officers (as defined by federal law), private security employees with weapon permits, reserve peace officers, regular peace officers, and security professionals with at least two years of law enforcement or security experience. The bill provides school districts with more flexibility in how they can invest levy revenues to enhance campus safety, with the new provisions taking effect for school budget years starting on or after July 1, 2025. By allowing districts to use existing tax revenues for a broader range of safety measures, the legislation aims to provide schools with additional tools to protect students and staff.
