AI Summary
This bill establishes the FQHC (Federally Qualified Health Center) primary care workforce initiative within the Pennsylvania Department of Health, designed to create voluntary clinical rotation placements for medical students at FQHCs. The program will receive an initial appropriation of $2,500,000 from the General Fund and aims to strengthen rural healthcare workforce pipelines by prioritizing clinical placements in rural counties with low population density. Key provisions include ensuring geographic distribution of placements, with a preference for rural areas, and requiring participating healthcare centers to submit sustainability plans demonstrating how clinical placements will continue beyond five years. Grants will be distributed equally to enrolled FQHCs as stipends to support preceptors (supervising practitioners) and students. The initiative is contingent on available federal funding, and hospitals in rural areas will have priority in offering residency placements to students who complete these clinical rotations. The bill defines various medical professionals involved, including physicians, physician assistants, certified registered nurse practitioners, and dentists, and sets specific criteria for qualifying educational institutions and programs. The legislation is designed to address healthcare workforce challenges, particularly in underserved rural communities, by creating structured pathways for medical students to gain practical experience in community health settings.
