This bill modifies the composition requirements for the State Board of Social Workers, Marriage and Family Therapists and Professional Counselors by removing the requirement that board members must be United States citizens. The bill maintains the board's existing structure of 13 total members, including two public members, five licensed social workers (with at least one clinical social worker), two licensed marriage and family therapists, two licensed professional counselors, one rotating member who can be either a marriage and family therapist or professional counselor, and the Commissioner of Professional and Occupational Affairs. The only substantive change is the deletion of the citizenship requirement, which means board members now only need to be residents of Pennsylvania for two years prior to their appointment. The bill is an amendment to the Social Workers, Marriage and Family Therapists and Professional Counselors Act, and will take effect 60 days after its passage.
