This bill authorizes Lieutenant Thomas Cleere, a member of the New York State and Local Police and Fire Retirement System, to change his retirement plan. Currently enrolled in the "improved career retirement plan" (section 375-i of the Retirement and Social Security Law), he will be allowed to switch to the "special twenty year retirement plan" (section 384-d of the Retirement and Social Security Law) if the town of Seneca Falls agrees to cover the additional costs. The town must officially elect this change by filing a resolution with the state comptroller within 180 days of the bill's enactment, certifying that Lt. Cleere was not at fault for his current plan enrollment. If the town makes this election, Lt. Cleere will then have one year to formally request the change to the 20-year plan and receive its associated benefits. The bill also states that the town of Seneca Falls will be responsible for all past service costs associated with this change, which can be spread out over ten years.
