This concurrent resolution amends Joint Rule No. 17 to establish new procedures for funding nongovernmental entities through state appropriation bills. The resolution requires that any nongovernmental entity seeking state funding must submit detailed information to specific legislative committees no later than November 1st each year, using a prescribed form. Late submissions may be considered if approved by the Joint Legislative Committee on the Budget or the Joint Legislative Committee on Capital Outlay before the last day for bill introduction. Most significantly, the resolution prohibits the General Appropriation Bill, capital outlay bill, and other appropriation bills from including funding for nongovernmental entities that are not budget units or political subdivisions of the state. This means that such entities will need to seek funding through alternative legislative mechanisms. The changes are set to take effect on July 1, 2025, and aim to create more transparency and control over how state funds are allocated to non-governmental organizations.
