This bill amends the Public School Code of 1949 to establish comprehensive temperature control standards for school facilities in Pennsylvania. The legislation requires school entities (including school districts, charter schools, and technical schools) to maintain room temperatures between 68 and 79 degrees Fahrenheit in all occupied areas. If temperatures fall below 63 or rise above 89 degrees Fahrenheit, schools must relocate students and staff within two hours and report such relocations to the Department of Environmental Protection within 24 hours. The bill mandates temperature measurements when extreme temperatures are suspected and requires schools to implement both short-term and long-term temperature control measures, such as using portable space heaters, relocating students to warmer areas, installing energy-efficient windows, and maintaining heating equipment. If a school facility requires student and staff relocation more than four times in a school year, the Department of Environmental Protection will conduct an inspection to ensure the facility meets indoor air quality standards. The legislation aims to create learning environments that are comfortable and conducive to student and staff well-being, with implementation set to begin 60 days after the act's passage.
