This bill directs the New York State Department of Environmental Conservation (DEC), in collaboration with the Department of Education, to conduct a comprehensive study on retrofitting public and charter schools located within 500 feet of major highways to improve air quality and protect students' health. The study will involve detailed assessments of air filtration, ventilation systems, and building envelopes in these schools, including inspecting existing HVAC systems and air purifiers, identifying system deficiencies, and recommending upgrades to filter fine particulate matter and traffic-related pollutants. The research will also evaluate building structural integrity, assess potential air pollutant infiltration, and analyze the technical feasibility and cost of implementing improvements. Schools will be prioritized based on pollution exposure severity, student population vulnerability, and current facility conditions. The study will produce an itemized cost estimate for each school and an aggregate statewide investment projection. The DEC is required to submit a comprehensive report with findings, recommendations, and cost estimates to the governor, assembly speaker, and senate president within one year of the act's effective date, with the broader goal of protecting children's constitutional rights to a healthy educational environment.
