This bill directs the New York Power Authority to establish a Central Management and Implementation Team (CMIT) to oversee mandated energy reduction efforts in state-owned and managed buildings. The bill requires all "Affected State Entities" (ASEs), which include state agencies and authorities under the governor's purview, to collectively reduce their energy use by at least 20% from a 2018 baseline by April 2031. The CMIT will have broad powers to achieve this goal, including creating guidelines, providing technical assistance, developing annual milestones, and implementing reporting requirements. ASEs must measure energy use in buildings over 20,000 square feet, conduct energy audits for low-performing buildings, implement cost-effective energy efficiency measures, prioritize sub-metering for large campuses, include energy efficiency in capital project designs, and submit annual reports.
