This bill establishes the Affordable Housing Broadband Assistance Grant Program within the New York State Urban Development Corporation to provide no-cost or discounted broadband internet services to households receiving housing assistance or living in low-income housing. The program will offer grants to local governments, municipal housing authorities, and low-income housing property owners to help cover broadband service costs up to $30 per month for each housing unit for a maximum of four years. Eligible internet service providers must offer a baseline download speed of at least 100 megabits per second, use fixed wireline broadband, and allow residents to upgrade their service at their own expense. The providers must also operate high-speed networks, have experience with low-income broadband adoption programs, and demonstrate the ability to provide quality customer service and initiate residential service.
