This bill establishes the PURPLE alert system in Rhode Island, designed to help locate missing adults with serious physical, behavioral health, neurological disabilities, or medical conditions that could pose an immediate risk to their safety. The alert system would be developed by the state police in collaboration with the Rhode Island Emergency Management Agency (RIEMA) and other agencies, creating a voluntary partnership with law enforcement, media outlets, and other entities to quickly disseminate information about missing individuals. To qualify for a PURPLE alert, a person must be 18 or older, have a Rhode Island residence, and have a documented condition that objectively raises concerns about their wellbeing. The system will utilize the Integrated Public Alert and Warning System (IPAWS) to broadcast emergency alerts, and will require participating agencies to undergo mandatory annual training. Medical and personal information shared during the alert process will be kept strictly confidential. RIEMA will be responsible for reviewing the alert system's policies and procedures annually, starting no later than January 1, 2026, to ensure its effectiveness in helping locate vulnerable missing adults. The bill will take effect immediately upon passage.
