This bill establishes the Lifeguard Incentive and Debt Assistance (LIDA) Act, which creates a financial support program for students working as lifeguards in New York state. The program offers financial aid to eligible students who work as certified lifeguards at public pools or beaches for at least five months within a calendar year, with varying levels of support based on the type of lifeguard duty: 25% of the state's average monthly student loan payment for pool lifeguards and 50% for beach lifeguards. Students who maintain their lifeguard certification for four years after graduation will receive a one-time debt relief check equivalent to six months of the average monthly student loan payment. To remain eligible, students must submit annual proof of service and certification, and each employing facility will conduct annual performance reviews. The program will be jointly managed by the state's office and higher education services corporation, with a review board to handle disputes and exemptions. Students who fail to maintain their certification without valid justification will forfeit the debt relief benefit. The act will take effect 180 days after becoming law and will apply to eligible applicants starting with the 2026-2027 academic year.
