This resolution recognizes Deputy Kyle Richard Horton of the Hampton County Sheriff's Office for his life-saving actions on April 16, 2024, during which he helped an elderly patient whose tracheostomy tube (a medical device inserted into the windpipe to help breathing) had been dislodged. During a traffic stop, Deputy Horton discovered that the driver, Velma Carter, was transporting her husband Wayne Gordyn Carter from the hospital, and Mr. Carter was experiencing a medical emergency. Deputy Horton quickly secured the trach tube back in place, potentially saving Mr. Carter's life. His actions were captured on his body camera, and while he did not initially submit an incident report due to his humble nature, Mrs. Carter contacted the Hampton County Sheriff's Office to praise his efforts. As a result, Deputy Horton will be awarded the South Carolina Sheriffs' Association 2024 Medal of Valor Award, which is presented to law enforcement officers who perform actions above and beyond the call of duty, exhibit exceptional courage, and act swiftly to protect human life. The resolution formally recognizes Deputy Horton's heroism and directs that a copy of the resolution be presented to him.
