This bill requires the Michigan Economic Development Corporation (MEDC) to create a comprehensive 10-year strategic economic development plan through a strategic advisory board. The plan must identify specific strategies using a whole-of-government approach, analyze the state's strategic assets and competitive landscape, and evaluate the historical performance of past economic development strategies by measuring outcomes like median income, population growth, and educational attainment. The strategic advisory board must consult with economic development partners and incorporate existing state plans, including workforce, housing, climate, transportation, and education initiatives. Within one year of completing the initial plan, the MEDC must submit an annual update and a report on the state's progress towards meeting the plan's goals to the governor, various legislative committees, and publish it online. The bill is contingent on the passage of a related Senate bill and aims to create a more holistic, long-term approach to economic development in Michigan.
