Instead, the bill grants the City Council the authority to adjust these election area boundaries to ensure an equal division of population, using data from the U.S. Census Bureau. These boundary changes can be made after each decennial census or whenever necessary to correct population imbalances, but any such changes must be approved by the city's voters at a meeting and will take effect immediately upon approval unless a later date is specified.
