This bill, known as the Disaster Relief Transparency Act, requires the Secretary of Housing and Urban Development (HUD) to submit an annual report to Congress regarding the methodology for allocating funds in the Community Development Block Grant (CDBG) Disaster Recovery and Mitigation Programs. The first report must be submitted within 90 days of the bill's enactment and will examine appropriations for fiscal years 2024 and 2025. Subsequent annual reports, beginning in fiscal year 2026, must be submitted by the last day of each fiscal year. The report must comprehensively describe how HUD determines fund allocations to states, tribes, territories, and local governments, explain potential variations in allocation methods between different appropriations, and provide recommendations for improving the consistency and timeliness of fund distribution. The Secretary is required to consult with the Comptroller General and submit the report to specific congressional committees, including the Financial Services, Oversight and Reform, and Transportation and Infrastructure Committees in the House of Representatives, and the Banking Committee in the Senate.
