This bill establishes new rules for small, plug-in solar and battery systems in Maine, aiming to make them more accessible and affordable for residents. It defines "eligible systems" as plug-in photovoltaic (solar) or battery systems with a capacity of 1,200 watts or less that meet specific safety standards, such as UL 3700, or are configured according to the National Electrical Code. The bill allows individuals to install and operate these systems to offset their own electricity use, with a limit of 420 watts of combined inverter output per service address without needing special approval from their utility. For systems between 420 and 1,200 watts, installation by a licensed electrician on a dedicated circuit is required, along with notification to the transmission and distribution utility, but the utility cannot deny installation if the requirements are met. Importantly, these systems cannot be used for "net energy billing," a process where excess electricity sent back to the grid is credited on a customer's bill, and utilities are prohibited from requiring prior approval, interconnection agreements, studies, or extra fees for these small plug-in systems. The bill also clarifies that utilities are not liable for damages caused by these customer-installed systems and that customers are responsible for ensuring installations comply with building codes and for restoring property if they don't own the structure.
