This bill amends the general municipal law to require each county to develop a comprehensive emergency medical services (EMS) plan through a collaborative process involving regional EMS councils, cities, towns, and villages. The plan must assess the current level of emergency medical services in each area of the county, identify service gaps, determine the most appropriate organizational structure for providing services (which could include municipal, intermunicipal, non-profit, for-profit, special district, or regional agreements), and estimate the costs of improving service levels. Counties must specifically outline which entities will provide emergency medical services and how the costs will be allocated. The ultimate goal is to ensure that reliable ambulance and emergency medical services are available to every person in the state. Counties are required to complete these comprehensive EMS plans within six months of the bill's effective date and submit them to the department of health and state emergency medical services council for review and comment. The act is set to take effect immediately upon passage.
