This bill establishes a Northwest Metro Regional Real Time Crime Center (RTCC) by appropriating $2 million in fiscal year 2026 and $1 million in fiscal year 2027 from the general fund to the city of Brooklyn Park. The RTCC will serve six cities in the northwest metropolitan area (Brooklyn Center, Brooklyn Park, Crystal, Golden Valley, New Hope, and Robbinsdale) with the goal of enhancing public safety through improved law enforcement coordination and real-time data analysis. The center will be a centralized facility with technology and personnel designed to monitor, collect, analyze, and share data to help prevent and investigate criminal activity. An advisory board consisting of 12 members (one police department representative and one mayor from each of the six participating cities) will provide oversight, and the board is required to meet quarterly and submit a biennial report to the governor and legislative committees detailing the RTCC's progress and accomplishments in crime prevention and investigation, with the first report due by September 1, 2027.
