This bill amends the New York vehicle and traffic law to automatically issue identification cards to individuals whose driver's license or learner's permit has expired, been suspended, revoked, or surrendered. Previously, individuals could only apply for an identification card if they had never been issued a driver's license or learner's permit. The new provision requires the commissioner to automatically issue an identification card to such individuals without requiring them to submit a separate application. The bill maintains existing provisions about organ donation registry options on the application, including allowing applicants to choose whether to be added to the Donate Life Registry. Additionally, the bill preserves existing language about sex designation on identification cards, which allows individuals to list M, F, or X and change their designation upon request without additional documentation. The law will take effect 60 days after it becomes law, ensuring that individuals who lose their driving privileges can still have a state-issued form of identification.
