This bill establishes two separate grant programs to support infrastructure investments for small law enforcement agencies and fire departments serving jurisdictions with fewer than 50,000 residents. Under the law enforcement grant program, the Attorney General can provide up to $4 million per grant to agencies to modify, upgrade, or construct facilities that improve emergency services, officer training and development, recruitment and retention, community engagement, and community safety. Similarly, the fire department grant program, administered by the Federal Emergency Management Agency (FEMA), offers identical grants to career, combination, and volunteer fire departments for similar purposes related to emergency services, personnel training, recruitment, and community safety. Both programs aim to address infrastructure needs in smaller jurisdictions and require recipients to demonstrate financial need and project cost estimates. The Attorney General and FEMA Administrator must ensure equitable geographic distribution of grants and submit biannual reports to Congress. The bill authorizes $250 million annually for each program from fiscal years 2026 through 2028, and mandates additional studies by the Attorney General, FEMA, and the Government Accountability Office (GAO) to assess the construction and renovation needs of law enforcement and fire departments nationwide.
