This bill creates the Claiborne Parish Airport District No. 31, a new political subdivision in Louisiana with significant operational authority over local airport facilities. The district will be governed by a five-member board appointed by various local officials, including the state representative, state senator, mayor of Homer, and Claiborne Parish Police Jury. Board members can receive up to $75 per meeting, not exceeding 24 meetings annually. The district will have comprehensive powers to acquire, operate, and manage airport facilities, including the ability to enter into contracts, obtain federal and state grants, develop airport infrastructure, and assume all financial obligations and assets related to the airport. The district will have exclusive jurisdiction over airport operations, including terminals, runways, hangars, and other related facilities. It must submit an annual financial report to the Claiborne Parish Police Jury and is subject to certain restrictions, such as requiring local government compliance and refraining from actions that could impair the district's operations. The local government must also assist in transferring airport-related titles and assets to the new district. The bill becomes effective upon the governor's signature or upon expiration of the time for bills to become law.
