This bill requires the establishment of a mandatory, ongoing training program for all current and new police officers and peace officers on interacting with individuals who are part of sexual orientation and/or gender minority communities. The training program must be developed through consultation with both LGBTQ+ police officers and community members, ensuring diverse representation including at least one male, one female, and one transgender person. The comprehensive training will cover five key areas: understanding the differences between sexual orientation and gender identity and how they intersect with race, culture, and religion; appropriate terminology for identifying and describing sexual orientation and gender identity; creating an inclusive law enforcement workplace for sexual orientation and gender identity minorities; historical context related to these communities and law enforcement; and effective strategies for responding to domestic violence and hate crimes involving sexual orientation and gender identity minorities. The bill is set to take effect on the first of April following its enactment, with immediate authorization for the municipal police training council to develop the necessary regulations.
