AI Summary
This bill amends the Housing Authorities Law to expand housing opportunities for both low-income and moderate-income residents. The legislation broadens the definition of housing projects to include accommodations for persons of moderate income, defined as households earning between 80% and 120% of the median gross household income in their specific housing region. The bill updates the state's policy declaration to recognize that in addition to low-income housing needs, there is a shortage of affordable housing for moderate-income families. It empowers housing authorities to identify and address unsafe or inadequate housing conditions, create mixed-use projects, and develop housing solutions for a wider range of income levels. The bill allows housing authorities to determine housing needs, make recommendations for urban redevelopment, and establish rental guidelines that consider the financial capabilities of moderate-income residents. By expanding the scope of housing assistance beyond strictly low-income populations, the legislation aims to address broader housing challenges, promote community development, and provide more diverse housing options for Pennsylvania residents. The changes are intended to help combat urban and rural housing shortages, improve living conditions, and support economic stability for a more comprehensive range of households.
