This bill amends Michigan's management and budget act to prohibit state departments and agencies from entering into contracts with entities that have made political donations to certain political groups within 18 months before signing the contract. Specifically, the bill bars contracts with entities that have donated to candidate committees, party committees, 527 committees, and certain 501(c)(4) committees affiliated with candidates or contractors. Contracts must include a provision requiring contractors to attest that they have not and will not make such donations 18 months before, during, and 18 months after the contract term. If a violation occurs, the contract becomes void, and the violator is barred from future state contracts for three years. The legislation defines various terms like "principal" and "family member" to clarify who is covered by these restrictions, and it applies only to agreements that are initiated, extended, renewed, or modified after the bill's effective date.
