This bill appropriates $8,856,000 in state bond proceeds to the Housing and Redevelopment Authority of Duluth to create a comprehensive community engagement center designed to support people experiencing homelessness. The funding will be used to predesign, design, construct, furnish, and equip a facility that includes several key features such as a commercial kitchen, warming center, indoor and outdoor spaces for guests, health service facilities, classrooms and offices, and laundry and hygiene facilities. The authority is permitted to enter into lease or management agreements for operating the program, subject to state financial regulations. The commissioner of management and budget is authorized to sell and issue state bonds up to the appropriated amount, following standard state bonding procedures outlined in Minnesota Statutes. The bill becomes effective immediately after its final enactment, providing a critical resource to address homelessness and community support needs in Duluth.
