This bill transfers the regulatory authority over the Sewerage and Water Board of New Orleans from the New Orleans City Council to the Louisiana Public Service Commission (PSC). Specifically, the bill changes multiple statutes to give the PSC the power to approve water and sewerage rates, conduct financial audits and examinations of the board's books and accounts, issue subpoenas for records, and hear customer billing appeals. The PSC will now be responsible for reviewing rate changes, requiring at least three public hearings with notification in the city's official journal, and receiving transcripts of these hearings before taking action. The bill repeals a previous statute (R.S. 33:4159.2) and will become effective upon the governor's signature or as specified in the Louisiana Constitution.
