This bill modifies existing Minnesota law, specifically section 169.471, subdivision 1, concerning the display of electronic content in moving vehicles. It redefines what constitutes "dynamic content" to include video, interactive applications, and anything that appears to move, and clarifies that an "electronic device" can be a wide range of items like phones, tablets, or gaming consoles. The bill prohibits drivers from operating a vehicle while dynamic content is visible on an electronic device or a vehicle's integrated system, unless that content is directly related to vehicle operation, maintenance, safety, or navigation. However, exceptions remain for law enforcement and authorized emergency vehicles, closed-circuit visibility aids, intelligent vehicle highway systems, navigation systems, and wireless devices used according to other laws, as well as devices with only passive displays. This change is set to take effect on August 1, 2026.
