The resolution highlights his commitment to the track and field program, where he was known for his meticulous record-keeping and organizational skills, and notes that the school honored him by renaming its Most Spirited Award to the "Coach Chuck Most Spirited Award." The Illinois House of Representatives extends its deepest condolences to his family, including his father Virgilio, his sister Charlene Millan, and his nephew Iris, and resolves to present a copy of the resolution to his family as an expression of sympathy.
