This bill extends the timeframe for school bond debt reimbursement restrictions and allocations in Alaska from July 1, 2025, to July 1, 2027. Specifically, the bill modifies several sections of Alaska Statutes to prevent the school bond debt reimbursement committee from recommending approval and the commissioner from approving applications for school construction or major maintenance bond debt reimbursement for municipal indebtedness authorized between January 1, 2015, and July 1, 2027. The bill also adjusts the percentage of payments that municipalities can receive for reimbursement of school construction, additions, and major rehabilitation projects, with different reimbursement rates depending on the date the bonds were authorized. For bonds authorized on or after July 1, 2027, municipalities will receive 50% reimbursement for approved projects that exceed $200,000, compared to the previous 40%. The bill includes a retroactivity provision to ensure that if the act takes effect after July 1, 2025, it will still be considered retroactive to that date, and it will take effect immediately under Alaska law.
