This resolution provides comprehensive guidelines for the House of Representatives' operations during the interim period between legislative sessions. The Executive Rules Committee is authorized to assign subject matters, bills, and resolutions to committees for study, and the Speaker can create special and select committees as needed. During the interim, committee meetings can be conducted without a full quorum, and members participating remotely will be considered present for voting purposes. Authorized committees may exercise subpoena power, administer oaths, and issue witness commissions when specifically approved.
