AI Summary
This bill amends the Milk Marketing Law to make several changes to how milk premiums and funds are handled in Pennsylvania. The bill introduces a new definition for "board-established premium" as a fee charged by the Milk Board on Class 1 fluid milk, and grants the board the power to coordinate the collection and distribution of these premiums in cooperation with the Department of Revenue. The legislation allows the Milk Board to set premiums based on cost of production, price received, and return on equity, subject to review by the Agriculture and Rural Affairs Committees of both the Senate and House of Representatives. The bill also modifies provisions related to cooperative agricultural associations, expanding the board's oversight of their operations, particularly regarding price setting and premium collection. Additionally, the bill updates the Milk Marketing Fund procedures, allowing excess funds to be transferred to the General Fund and requiring that funds transferred from the General Fund be distributed to producers, dealers, or handlers based on specific economic criteria. A new audit requirement is established, mandating that the board conduct audits of these distributions within six months of the first distribution and annually thereafter. The bill aims to provide more transparent and flexible financial management for Pennsylvania's milk industry, with provisions taking effect 60 days after passage.
