This bill establishes the Safe Exchange Zone Program, which allows municipalities to apply for grants to create designated public spaces for safe exchanges, primarily for online purchases and child custody transfers. The program, administered by the Department of Community and Economic Development, requires these zones to be located within 100 feet of police stations, sheriff's offices, state trooper barracks, or other public areas with active presence. Each safe exchange zone must have video surveillance, clear signage with emergency contact information, and be on public land. Participating law enforcement entities will monitor these zones and provide assistance if needed, but are not liable for participants' conduct. Municipalities can receive a one-time grant to set up these zones, with priority given to locations near law enforcement facilities. The bill aims to create secure, publicly monitored spaces that reduce potential risks associated with online transactions and custody exchanges by providing a neutral, surveilled environment. Named the Denise Williams Act, the program will go into effect 180 days after passage, and grant funds are subject to audit by the department and Auditor General.
