This bill establishes new annual reporting requirements for health care sharing arrangements (HCSAs) in Minnesota, which are organizations that help participants share health care costs but are not traditional health insurance carriers. Starting in October 2025, these arrangements must submit a comprehensive annual report to the state commerce commissioner detailing various aspects of their operations, including the number of participants, geographic coverage, financial information, administrative costs, healthcare cost reimbursements, benefits covered, exclusions, eligibility requirements, and organizational details. The report must be certified by an officer of the arrangement and cover the prior calendar year. Specifically, the report must include information such as participant numbers, fees collected, administrative expenses, healthcare cost requests and payments, benefit lists, waiting periods, and contact information. By December 1, 2025, and annually thereafter, the Department of Commerce will publish a summary of these reports and provide information on how consumers can file complaints about health care sharing arrangements, thereby increasing transparency and providing consumers with more information about these alternative health cost-sharing organizations.
