This resolution amends House Rule 8.8.1, known as the "Berthelot Rule", to modify the procedure for considering noncontroversial legislative instruments on third reading and final passage. Previously, the Speaker could only use this rule on the last legislative day of the week and was required to announce intention in advance, but now the Speaker can invoke the rule on any legislative day at their discretion or upon a member's motion. The rule allows the House to consider noncontroversial legislative instruments in a preferential order. If any member objects to proceeding under this rule, a majority vote of members present and voting is required to continue, and such a motion is not subject to debate. Importantly, any legislative instrument that is passed over under this rule will remain on the calendar in its original numerical order. This procedural change provides more flexibility for the House to manage its legislative workflow and expedite the consideration of noncontroversial bills.
