This bill modifies the Michigan Public Health Code to expand the scope of practice for advanced practice registered nurses (APRNs), particularly those with a nurse practitioner specialty certification. The bill clarifies and broadens the qualifications and capabilities of nurse practitioners, allowing them to perform comprehensive health assessments, diagnose and treat acute and chronic conditions, order and interpret medical tests, prescribe treatments and medications, and engage in health promotion and patient counseling. Notably, the bill provides nurse practitioners with increased autonomy in prescribing controlled substances, enabling them to do so without physician delegation and using only their own name and DEA registration number. To obtain a nurse practitioner specialty certification, nurses must complete a graduate-level nursing education program, hold a certification from a nationally accredited body, and meet additional board requirements. The legislation also allows nurse practitioners to supervise other nursing personnel and requires them to comply with professional standards and consult with other healthcare professionals when appropriate. These changes aim to improve healthcare access and utilize the full range of skills and expertise of advanced practice registered nurses.
