Bill Summary
This bill relates to and makes appropriations from the rebuild Iowa infrastructure fund (RIIF) and the technology reinvestment fund (TRF) and provides for related matters. The bill is organized by divisions. REBUILD IOWA INFRASTRUCTURE FUND. The bill appropriates project funding for multiple fiscal years from RIIF for projects for the departments of administrative services, agriculture and land stewardship, the blind, corrections, education, natural resources, public defense, public safety, and transportation, and for the economic development authority, Iowa law enforcement academy, Iowa state fair authority, board of regents, and treasurer of state. Code sections 12.72 (vision Iowa fund), 15.261 (vacant buildings demolition fund), and 15.262 (vacant buildings rehabilitation fund) are amended to provide that, at the close H.F. _____ of each fiscal year (including FY 2024-2025), unencumbered and unobligated moneys in each of the respective funds must be deposited in RIIF. These provisions take effect upon enactment. The bill also makes corrective changes to Code section 8.57 (RIIF) based on changes to the Code section enacted in 2023 and 2024 and future repeals of certain deposits set forth in the Code section. TECHNOLOGY REINVESTMENT FUND. The bill appropriates project funding for FY 2025-2026 from TRF for projects for the departments of corrections, education, health and human services, homeland security and emergency management, management, and public defense, and for the economic development authority and treasurer of state. Code section 8.57C (TRF) is amended to provide that the standing appropriation to TRF from the general fund for fiscal years beginning on or after July 1, 2025, is changed to fiscal years beginning on or after July 1, 2026, and to provide for an appropriation to TRF from RIIF for FY 2025-2026. CHANGES TO PRIOR APPROPRIATIONS. The bill delays the reversion of an FY 2021-2022 appropriation from RIIF to the department of corrections for the remodel and expansion of the kitchen and visitation areas at the Clarinda treatment complex, an FY 2022-2023 appropriation from RIIF to the department of corrections for kitchen equipment at the Clarinda treatment complex and various infrastructure projects at correctional facilities, and an FY 2021-2022 appropriation from RIIF to the legislative branch for the repair and renovation of the domes of the Iowa state capitol and other Iowa state capitol maintenance projects. The bill amends an FY 2024-2025 appropriation from RIIF to the department of administrative services that was allocated for use to improve and repair the steps on the west side of the exterior of the capitol building by making the previously allocated moneys also available for projects on the east side of the exterior of the capitol building and for signs on the state capitol complex grounds by H.F. _____ the close of FY 2025-2026. These provisions take effect upon enactment. DISTRICT COURT FURNISHINGS. Under current law, the state is responsible for 75 percent of the costs to purchase furnishings, supplies, and equipment for the use of judicial officers, referees, and their staff if a county expends moneys for the renovation or construction of suitable courtrooms, offices, and other physical facilities of a district court. The bill provides that counties, rather than the state, are responsible for providing furnishings for physical facilities of a district court.
