This bill modifies Michigan's liquor control code to provide more flexibility for counties to regulate alcohol sales on Sundays. The bill reduces the required number of petition signatures from 8% to 5% of total votes cast in the previous secretary of state election when seeking to put a Sunday alcohol sales restriction to a vote. It also adds new ballot options that allow counties to vote to permit, rather than just prohibit, alcohol sales during specific Sunday time frames (between 7 a.m. and 12 noon, and between 7 a.m. on Sunday and 2 a.m. on Monday). Counties can now pass resolutions to put these questions directly on the ballot at regular state elections, giving local governments more direct control over alcohol sales regulations. The bill maintains existing restrictions on alcohol sales on certain holidays like Christmas Day and allows local legislative bodies to prohibit sales on election days or other specified times. A special provision also addresses alcohol sales at motorsports entertainment complexes that span multiple counties, giving the liquor control commission authority to resolve conflicting local regulations. Existing local prohibitions on Sunday alcohol sales that were in place before January 4, 2017, will remain valid under this legislation.
