This bill authorizes the Connecticut Commissioner of Administrative Services to convey a 1.98-acre parcel of state land located at 20 Route 117 in Preston, which previously contained the Norwich State Hospital, to the Town of Preston at no cost beyond administrative expenses. The land transfer is subject to approval by the State Properties Review Board and comes with specific conditions: the town must use the property exclusively for open space, recreational, or farmers' market purposes. If Preston fails to use the land for these intended purposes, sells the property, or leases any portion of it, the land will automatically revert back to state ownership. The State Properties Review Board must complete its review of the conveyance within 30 days of receiving the proposed agreement, and the state will retain control of the land until the transfer is finalized. The State Treasurer will execute the necessary deed, which will include provisions ensuring the land's intended use, and the Commissioner of Administrative Services will manage the administrative aspects of the transfer.
