This bill establishes the Emergency Digital Communication Pilot Permits Act, which allows the Department of Transportation to issue permits for digital public safety communication devices (defined as digital or LED displays used exclusively for emergency alerts, public safety messaging, and civic announcements) on state highway rights-of-way. The purpose of the act is to help municipalities enhance homeland security, emergency preparedness, and public safety communications. These digital devices must be operated solely by local government units, cannot display commercial advertising, and must be installed on municipally owned infrastructure with emergency override functionality. The Department of Transportation is required to develop regulatory guidelines and rules for implementing the act, including criteria for eligibility, content restrictions, monitoring, and enforcement mechanisms. The bill overrides existing highway advertising and infrastructure regulations to enable these pilot permits, and it will take effect immediately upon becoming law.
