This bill establishes Local Advisory Councils for Educating Students with Disabilities in each South Carolina school district and for each charter school authorizer, with the goal of improving special education services. These councils will be composed of individuals involved in or concerned with the education of students with disabilities, with parents or legal guardians of students with disabilities making up at least fifty-one percent of the membership, along with a student with a disability, a public school administrator, a special education expert, and special education teachers. The councils will advise local school boards and superintendents, or charter governing boards and authorizers, on the needs of students with disabilities, comment on improvement plans and compliance with laws, and report local special education efforts to the South Carolina Advisory Council for Educating Students with Disabilities (ACESD), which is a statewide council. The bill also sets deadlines for the ACESD to create model bylaws for these local councils, for the local councils to submit their own bylaws for approval, and for the first meetings of these new councils to take place, with school districts and charter school authorizers required to provide administrative support.
