This bill amends the National Child Protection Act of 1993 to expand the definition of a "covered individual" for background check purposes. Specifically, the bill broadens who can be subject to background checks to include: individuals who contract with organizations working with vulnerable populations, those employed by or volunteering with entities under contract with a qualified entity, and individuals who are currently licensed or certified (or seeking to be licensed or certified) by a qualified entity. These changes will help organizations that work with vulnerable populations, such as children, elderly, or disabled individuals, to more comprehensively screen potential employees, contractors, volunteers, and licensed/certified professionals. The goal is to enhance safety by allowing more thorough background checks for those who may have direct access to or responsibility for vulnerable populations, thus reducing potential risks of abuse or misconduct.
