This bill establishes a pilot program through the Department of Defense to provide supplemental cancer insurance for active-duty military members and their dependents enrolled in the TRICARE program. The program will allow up to two insurance companies to offer fixed indemnity supplemental benefit plans that cover expenses related to cancer screening, diagnosis, and treatment not already covered by standard military healthcare benefits. The Secretary of Defense must select insurance companies that are licensed in each state, negotiate plan terms, and ensure a method for verifying participant eligibility and payroll deduction of premiums. The program will run for at least three years but no more than five years, unless the Secretary recommends making it permanent. The bill requires the Secretary to provide information about the plan through the TRICARE online portal and submit a comprehensive report to Congressional armed services committees three years after the program's launch, detailing enrollment numbers, participant feedback, and a recommendation about the program's future. Importantly, no federal funds will be used to subsidize the insurance plans, and the companies providing the plans will not be considered federal contractors. The program aims to help military personnel and their families manage additional out-of-pocket expenses associated with cancer care.
