Additionally, the report must include assessments of potential misuse of U.S. security assistance, conditions in El Salvador's terrorism confinement center (CECOT), actions to secure the release of U.S. citizens detained in El Salvador, efforts to address allegations of detention or torture of U.S. citizens, and strategies to protect U.S. citizens from unlawful removal to El Salvador. The request is made pursuant to section 502B(c) of the Foreign Assistance Act of 1961, which mandates reporting on human rights practices in countries receiving U.S. assistance.
