This bill amends the Pennsylvania Public School Code to enhance vision screening and examination requirements for school-aged children. The legislation mandates annual vision screenings and comprehensive eye health and vision examinations at specific stages of a student's education, including upon school admission, in fourth and eighth grades, and before certain educational program enrollments. The bill expands the types of vision professionals who can conduct these exams to include both ophthalmologists and optometrists, and specifies that these exams must include a comprehensive evaluation of vision history, external and internal eye examinations, vision acuity, ocular alignment, motility, refraction, and binocular vision. Parents can now submit vision examination reports from their chosen eye care professional, and schools are not financially responsible for treatment following a failed vision screening. The bill also allows school districts to develop their own eye health and vision examination programs with approval from the Secretary of Health. These changes aim to improve early detection of vision problems and ensure students have appropriate vision care throughout their educational journey, with the new regulations taking effect 60 days after passage.
