This bill requires the Massachusetts Department of Transportation's division of highways to conduct a comprehensive three-year study focused on protecting vulnerable environmental habitats along state highways. The study will examine four key aspects: (1) the current drainage infrastructure along state highways, (2) the presence and types of harmful contaminants from road surfaces and construction that enter stormwater systems, (3) the level and type of pollution in surrounding habitats resulting from highway drainage, and (4) potential strategies to reduce and ultimately eliminate pollution caused by highway drainage. By June 30, 2028, the division of highways must submit a detailed report of their findings to the legislative clerks and the transportation and environmental committees, which may include recommended legislative or regulatory changes to address the environmental challenges identified during the study.
