This bill modifies the provisions for inactive certification for professional educators in Pennsylvania's Public School Code, specifically addressing continuing professional education requirements. Under the new provisions, a professional educator not employed by a school entity can apply for no-cost inactive certification. The bill changes the timeframe for completing continuing professional education from twelve to eighteen months and introduces two new scenarios for removing inactive certification: first, by completing thirty hours of continuing professional education, and second, by receiving an employment offer from a school entity that commits to providing thirty hours of in-service continuing professional education within the educator's first two years of employment. Additionally, when inactive certification is removed, the professional educator will retain the same number of continuing education hours and time frame that existed when the certification was initially placed on inactive status. Educators whose certificates were placed on inactive status due to compliance period expiration will begin a new five-year compliance period to meet certification requirements. The bill will take effect 60 days after its enactment.
